GREAT BAY--Dutch banking group ING will officially open branches on St. Eustatius and Saba later this month, expanding access to banking services for residents and businesses on two Caribbean islands where financial services have remained limited.

The bank announced Wednesday that its St. Eustatius branch will open on November 24, followed by Saba on November 26. The openings mark the first phase of ING's plans to establish a stronger presence on both islands, offering customers access to personal banking assistance alongside digital services.

According to ING, residents and entrepreneurs on both islands have faced limited banking options, with few opportunities for direct, in-person assistance. The new branches are intended to address these challenges and make everyday banking more accessible.

The initiative follows extensive preparations and consultations with the Dutch Ministry of Finance and De Nederlandsche Bank (DNB), the Dutch central bank.

Peter Jacobs, CEO of ING Netherlands, said establishing a physical presence is particularly important in communities where banking services are not easily accessible.

"When access to banking services cannot be taken for granted, a personal presence makes the difference. That is why I am proud that ING is literally opening its doors on Saba and St. Eustatius," Jacobs said.

He explained that the bank intends to combine personal assistance with digital banking services, with the long-term objective of offering customers on the islands as many of the same banking options as those available in the European Netherlands.

From the opening dates, individual customers will be able to open payment accounts, request debit cards and access digital banking services. Businesses will also be able to open commercial bank accounts, while the branches will provide assistance with banking questions and the use of ING's digital platforms.

Customer service will be provided through ING's regular customer support operations.

Cash services on both islands will remain under the responsibility of DNB, which has installed new automated teller machines to support access to cash.

ING acknowledged that banking operations on Saba and St. Eustatius require arrangements tailored to their circumstances. Although both islands are special municipalities of the Netherlands, they are outside the European Union and use the US dollar rather than the euro.

Their regulatory environment, supervisory requirements and financial infrastructure also differ from those in the European Netherlands.

As a result, ING's services will be introduced gradually, combining physical banking assistance with digital capabilities while taking local requirements into account.

The bank said its longer-term ambition is to expand the range of available services to bring banking on Saba and St. Eustatius as close as possible to the experience offered to customers in the European Netherlands.

The announcement represents a development for residents and local entrepreneurs who have faced limited access to conventional banking facilities. Greater availability of payment accounts, business banking and digital financial services could help support commercial activity and financial inclusion on both islands.
